Car Seat Regulation in Hong Kong- Child Restraint Systems / Child Restraining Device / Carseat

The regulation comes into effect on: November 1, 2025

3 Significant points to understand about the Road Traffic (Safety Equipment) (Amendment) Regulation 2024: 

1) The regulation applies to all private cars (⚠️including Ubers).

2) Children under 8 years old or under 135cm in height must using a child restraint device which is in compliance with the regulations (i.e. a car seat).

3) If there is no reasonable excuse or emergency reason, the maximum penalty is a level 1 fine of HK$2,000 for offences.

 

🌟For new parents, you may easily understand the above mentioned regulation as:

 

👶🏻Newborn babies: When your baby is discharged from the hospital for the very first time, 🚫do not carry your baby in arms🚫! Instead, you have to use a group 0/0+ baby bassinet/carrier/360° rotating car seat that can be equipped in car.

 

👧🏻0-3 years old: Use Group 0+/1 Car Seat (suitable for 0-4 years old). We recommend you to use a 360° rotating car seat to get on/off the car more easily!

 

👦🏻3 years old or above: You can use Group 2/3 Car Seat (suitable for 3-12 years old), the car seat must have a backrest and side guard, as well as a footrest to improve comfort and safety.

 

Regarding the specifications and requirements of the car seats, the regulations also covered:
a) British Standard BS 3254:1960 or BS 3254:1991;
b) ECE Standard R16, R44 and R129 ;✅
c) Australian Standard AS 1754-1995;
d) New Zealand Standard NZS 5411;
e) US Federal Motor Vehicle Safety Standard FMVSS213;✅
f) Japanese Industrial Standard JIS D0401:1990 or JIS D0401:1996;
g) National Standard of the People’s Republic of China GB 27887-2011.

6 things to consider before buying an infant car seat

1. Safety: Choose according to the car seat regulations

An infant car seat is about keeping your baby safe while riding in the car. Most of the safety car seats have passed the European R44 safety standard. However, the latest car safety seat regulations is R129, and the regulations are more stringent than before. These include: children under 15 months old must use rear-facing car seat, the design of head rest and seat side wings should be strengthened to ensure that they pass the side impact test, and the "Isofix" should be adopted.

2. Size: Choose according to your baby’s height

The latest EU standard for  car seats, R129, places strict limits on the baby's height. This is especially important if your baby is born prematurely or has a low birth weight. We need to ensure that the car seat is equipped with a wrapping and comfortable newborn insert to keep the newborn baby comfortable and safe when using the car seat.

Additional factors to be considered when choosing bassinet

1. Compatibility: Can be used on buggy

Before purchasing a bassinet or car seat, you should make sure it can be used on the corresponding stroller. A compatible bassinet will allows you to easily remove it from the car for use.

 

But don’t worry, most strollers come with adapters. With the appropriate adapter, bassinet and infant car seats can be used perfectly.

2. Portability: Should not be too heavy

Some car seats are much heavier than others. The weight of the ISOFIX infant car seat with baby cannot exceed 33 kg. Therefore, if the car seat is too heavy, it will limit the weight of the baby that can be used. The bassinet needs to be carried out every day, so the weight is very important to the caregiver! And being too heavy can also trigger safety issues.
